Federal FMCSA rules apply to commercial carriers in every state, including New Hampshire. Your USDOT number must be:

NH expressly excludes vehicles designed/used for fewer than 16 passengers from its intrastate CMV definition, and farm-plated trucks at 26,000 lbs or less (no placarded hazmat, under 16 passengers) are exempt under RSA 266:72-a, VI.
