Does it cost anything? No. The checker is free for you and for your visitors.
Is it legal advice? No. It is a marking checklist built from the published rules, with the sources shown. For a final ruling, each result links to the state agency.
Can I change the size? Yes. Change height="780" to fit your layout; the checker scrolls inside the frame. Width follows your page up to 760 pixels.
Does it slow my page down? The frame loads only when a visitor scrolls near it.
